Government must operate for the benefit of all of
the people of Belize and not for the benefit of a political party. |

|
1. Equality
under the Law:
Government must treat every person equally
regardless of race, religion, gender, age, or party allegiance.
a. Government
must redistrict to equalize constituencies as required by the Belize
Constitution to ensure a balanced representation of the people, giving
equal weight to all voices in our democracy.
2. Rule
of Law:
Government
must champion the rule of law through its own compliance with our laws
and by enforcing our laws without preferential treatment for anyone.
a. Ministerial
discretion must be eliminated.
3. Independent
Branches of Government:
Government must ensure the independence of the
executive, legislative and judicial branches of government with
rigorously enforced checks and balances that guard independence to
prevent governmental abuse of power by any one branch of government.
4. Prevention
of Corruption, Accountability and Transparency:
All levels of government must be transparent and
accountable to the people, with zero tolerance for lack of transparency
and accountability, particularly with respect to fiscal matters,
including.
a. Annual
independent audits of all government bodies with all such audits timely
and publicly available in paper and electronic formats.
b. Active
compliance and enforcement of the Inter-American Convention against
Corruption Treaty which Belize ratified on 2 August 2002.
c. Full
compliance by all elected and appointed Government officials with the
Codes of Conduct established by Section 121 of the Belize Constitution
and the Prevention of Corruption in Public Life Act of 2007, including
annual publication of reports of their financial dealings.
i. Anti-corruption
laws must include penalties sufficient to deter corruption, including
fines and jail time, and these laws must be enforceable by the public.
ii.Conflict
of interest laws must be developed and strengthened.
d. Placing
the Social Security System on a sound financial footing starting with a
complete and public audit of the Social Security system.
e. Meaningfully
involving the public in development of governmental policies and
ensuring that the public is fully informed of all governmental plans,
actions and activities.
f. Passage
and enforcement of sweeping reforms of the Freedom of Information Act to
make it a truly viable tool in rooting out corruption.
5. Territorial
Integrity:
Government must protect our territorial borders,
without compromise and without negotiation of Belize territorial rights.
6. Local
Government Autonomy:
Local governments must have more autonomy and
control of community affairs with all constituencies sharing resources
on a per capita basis.
a. Government
shall actively assist village councils in enacting appropriate village
by-laws for self-governance under the Village Councils Act, and
b. Constituencies
should have a guaranteed share of resources regardless of the political
affiliation of the Area Representative Campaign Finance Reform: Government must enact and enforce campaign finance reforms limiting amounts that may be spent on campaigns, regulating the use of campaign funds, and requiring full disclosure of annual campaign contributions of more than $5,000 by any one individual or business. |
